Across France, many local authorities are already testing automated, electric and connected shuttles to provide new mobility solutions, particularly in areas where public transport is limited.

France’s National Strategy for the Development of Automated and Connected Road Mobility (Direction Générale des Infrastructures, des Transports et des Mobilités (DGITM), 2025–2027) reflects this momentum by supporting the shift from experimentation to the first gradual, sustainable deployments.

For many elected officials and local government officers, however, the subject remains complex:

“WHERE DO WE START?”, “WHAT STEPS DO WE NEED TO TAKE?”, “HOW MUCH WILL IT COST?”, “WHO CAN SUPPORT US?”

This guide was designed to answer these questions in a simple, gradual and practical way.

It is intended for anyone seeking to understand the challenges, assess the maturity of their area and develop a realistic, useful pilot service.

Its aim is to support local areas in the transition to automated mobility, drawing on five years of work by the Movin’On Community of Interest on Automated Vehicles (CIVA), as well as the experience of local authorities already involved in such initiatives.
