Tested, documented and approved by the French public, they aim to inform public debate and shape candidates' platforms ahead of the elections.
Movin'On starts from a simple ambition: with the environmental emergency and socio-economic difficulties still with us, municipal teams need help, by bringing to their attention proven, accessible solutions that work locally, from major cities to rural areas.
Designed as a working tool for local elected officials, the 20 proposals set out in the Bleu Blanc Move report are all:
Whether it's encouraging low-carbon mobility, piloting urban logistics, making the most of existing infrastructure (rural paths, station access) or supporting changes in everyday habits, the report sets out, for each proposal, its implementation conditions, costs, impacts and concrete feedback from the field.

Conducted in December 2025 with a representative national sample, the study carried out by Kantar assessed the 20 Bleu Blanc Move proposals through a questionnaire measuring interest for "personal use" and for "one's local authority".

“With Bleu Blanc Move, we wanted to turn already-proven sustainable mobility solutions into proposals that are genuinely applicable at the level of municipalities and inter-municipal bodies, with the best possible cost-impact-acceptability ratio, compatible with the constraints of a municipal term and acceptable to citizens.”
Within the Movin'On collective, contributors from Accenture, Engie, Macif, Michelin, Mobivia and Orange came together to select these proposals from more than 100 received. For each case, experts from the business, non-profit and academic worlds, along with local elected officials, were consulted.
The selected proposals cover both the mobility of people and the mobility of goods. They were assessed against criteria of feasibility, cost, impact and acceptability.
