Movin’On, the business collective dedicated to sustainable mobility, is unveiling 20 proposals ready to be implemented and adapted to the realities of a municipal term of office. Tested, documented and endorsed by the French public, they aim to inform public debate and inspire candidates’ platforms ahead of the 2026 municipal elections.

  • Nearly 8 in 10 people in France support the proposals, according to a study conducted by Kantar(1)

  • More than 100 proposals were assessed, and 20 were selected by a collective of leading companies, following consultations with experts and local elected representatives

20 practical, tested, documented and adaptable sustainable mobility proposals

Movin’On starts from a simple ambition: with the ecological emergency and socio-economic challenges still with us, municipal teams need support in the form of proven, accessible solutions that can be implemented locally, from major cities to rural areas.

Designed as a working tool for local elected representatives, all 20 proposals presented in the Bleu Blanc Move report are:

  • already tested in France or Europe,

  • often ready to launch in the first year of a term of office,

  • compatible with municipalities’ financial and human resources,

  • adapted to the diversity of local areas: urban, peri-urban and rural.

Whether encouraging low-carbon mobility, piloting urban logistics initiatives, making better use of existing infrastructure (rural roads and access to railway stations) or supporting changes in mobility practices, the report sets out, for each proposal, the conditions for implementation, costs, impacts and concrete feedback from the field.

Mobility transition is neither ideological nor disconnected from reality. It is already taking shape in local areas. Bleu Blanc Move aims to make these solutions visible, understandable and replicable.

Strong support from the French public for the Bleu Blanc Move proposals

Conducted in December 2025 among a representative national sample, the Kantar study assessed the 20 Bleu Blanc Move proposals through a questionnaire measuring interest in “personal use” and in “their municipality.”

  • Nearly 8 in 10 people in France, on average, said they were interested in the proposed solutions.

  • Some proposals received particularly strong support, reaching 90%, especially those addressing immediate issues of solidarity, quality of life and accessibility.

Bleu Blanc Move: a public-private initiative led by Movin’On

Within the Movin’On collective, contributors from Accenture, Engie, Macif, Michelin, Mobivia and Orange came together to select these proposals from more than 100 submissions. Experts from the business, non-profit and academic communities, as well as local elected representatives, were consulted on each proposal.

The selected proposals cover both passenger and freight mobility. They were assessed against criteria including feasibility, cost, impact and public acceptance.

“With Bleu Blanc Move, we wanted to turn proven sustainable mobility solutions into proposals that can genuinely be implemented by municipalities and intermunicipal bodies, with the strongest possible cost-impact-acceptance ratio, while remaining compatible with the constraints of a municipal term of office and acceptable to citizens,” says Gaël Quéinnec, Chief Executive Officer of Movin'On.
