A white paper on European Green Corridors, drawing on the lessons from three real-world learning journeys to understand the conditions under which modal shift can genuinely work.

Modal shift in European freight transport may seem like an obvious response to the climate challenge, but it remains difficult to implement on the ground. Green corridors face highly operational barriers: service quality and reliability, lead times, impact on inventory, competitiveness versus road transport, infrastructure accessibility, regulatory harmonisation, traceability of CO₂ savings and coordination among many stakeholders.
The working group’s aim is precisely to start from real-world cases to understand why these shifts remain complex, then identify the conditions that would make intermodal corridors genuinely viable: suitable infrastructure, sustainable business models, reliable data sharing, flow pooling and stronger cooperation between shippers, logistics providers, ports, operators, public authorities and industry partners.
