The first step was to open up the collection of ideas as widely as possible through a questionnaire available to interested stakeholders: local authorities, companies, experts and practitioners in the field. The aim was not to seek “the best ideas” in the abstract, but to surface proposals grounded in real-world experience—already implemented or clearly ready for testing.<\/p>

These contributions were then discussed by a Steering Committee bringing together mobility experts, representatives of the Movin’On ecosystem and elected officials. The Committee undertook a gradual process of selection and prioritisation, with the aim of assembling a balanced set of complementary proposals that reflected the range of levers available for action at local level. The initial screening excluded proposals that were too general, insufficiently substantiated or difficult to implement locally. The final selection resulted in a structured set of proposals with genuine implementation potential, organised around several key dimensions.<\/p>

1 - First, a deliberate diversity of levers. The selected proposals do not rely on a single type of action, but draw on complementary levers:
- Aligning and bringing stakeholders together
- Providing incentives and encouraging behaviour change;
- Removing concrete barriers;
- Addressing gaps in provision;
- Making it easier for users to adopt new solutions;<\/p>

2 - Next, a deliberate geographical balance. The final set is intentionally balanced between rural and peri-urban areas on the one hand, and towns and metropolitan areas on the other. It reflects the conviction that sustainable mobility cannot be designed solely around densely populated urban contexts, and that less densely populated areas also have relevant opportunities to take action, provided solutions are adapted to their circumstances.<\/p>

3 - Broad coverage of different types of mobility:
- Personal mobility (everyday journeys, accessibility and active modes);
- Professional mobility (work-related travel, fleets and dedicated services);
- The movement of goods and freight, notably through logistics trials and shared solutions.
- This approach avoids artificial silos and recognises that, in local areas, mobility uses overlap, and that their environmental, social and economic impacts need to be considered together.<\/p>

4 - Finally, the proposals were assessed against the three main pillars of sustainable mobility: environmental, economic, social and inclusion-related. The Steering Committee sought to maintain a balance between these dimensions, avoiding both solutions that are environmentally sound but socially fragile, and those that are economically attractive but unsustainable over time.<\/p>

Taken individually, these twenty proposals form a coherent, balanced and robust set. They are not intended as a single model to be applied everywhere, but as a practical toolbox that municipal teams can draw on according to their local context, priorities and capacity to act.<\/p>
