A Call to Europe for the Creation of a New Category of Lightweight, Affordable and Sustainable Electric Vehicles.
For millions of Europeans, owning a private car is not a matter of convenience. It is a prerequisite for accessing employment, healthcare, and social life, as it is often the only viable solution in peri-urban and rural areas.
Cars form an essential backbone of their mobility, accounting for nearly 73% of passenger-kilometers traveled across the continent.
Today, this mobility is under strain: cars are becoming heavier, more expensive, more complex, and therefore less accessible. This trend is partly due to the accumulation of technical standards and regulatory constraints.
Furthermore, European regulations strictly govern L6e and L7e categories, such as the Citroën Ami, limiting their carrying capacity and range of use, particularly for family and peri-urban trips.
For several years, Movin’On, together with Capgemini and under the leadership of Emmanuelle Bischoffe-Cluzel, has been driving the POP CAR project.
Our objective: to create a new regulatory category of vehicles, positioned between quadricycles and traditional cars – the M0 segment.
The POP CAR fills a missing link in the European mobility landscape. It also represents:
- A light, compact, safe, and affordable electric vehicle designed for everyday trips.
- A reduced carbon footprint: 6 tCO₂e by 2028 and 4.5 tCO₂e by 2035.
- A lever for European reindustrialization and decarbonization, from design and assembly to sales and recycling.
We therefore call on European institutions to create a new M0 regulatory category, providing a clear framework for the development of light, sustainable, and affordable vehicles – a framework that can simultaneously support local production, industrial employment, and democratize access to electric mobility.
